Graham Creelman OBE
Filmmaker, Broadcaster & Media Executive
Graham has an extensive career in broadcast journalism with the BBC and ITV encompassed news and political programming, including producer and director credits on a wide range of documentaries, including the award-winning special on Antarctica for Survival. This was Britain’s most successful documentary for overseas sales. During his tenure as Executive Director the company won over 50 awards including a Royal television Society Gold Medal and a BAFTA special award.
As Managing Director of Anglia Television he took overall charge of the company, latterly combining this with serving as Director of Regional Programming and Production for the ITV Network. Under his leadership Anglia became the third biggest producer, by volume, for the Network, after. London and Manchester. Outside of television he was chair of the Norwich Writers Centre, and shepherded it to become the National Centre for Writing. He was a long-term member of Arts Council East and chair of Screen East, the Film Council agency for the East of England.
He was Chair and then pro-chancellor of Norwich University of the Arts, and visiting professor of media. He has lectured at film schools in the Netherlands, Denmark and the UK and was awarded the OBE for services to Broadcasting in 2006.
Sam Burton
Investment Analyst, Invest East
Sam is an Investment Analyst on the Low Carbon Innovation Fund and the Invest East Investment Readiness Programme, specialising in the Creative Industries and has many years experience in assessing and completing investment from a wide range of businesses. Sam was an Executive at Screen East, the regional Screen Agency for the East of England, running their short film programme, documentary programme, training and development programmes and their Low Carbon Investment Fund for Film, TV and Computer Games.
David Dukes
Previously Head of Inward Investment, New Anglia LEP
David has recently retired from his role at Head of Inward Investment at the New Anglia Local Enterprise partnership, a role he held since setting up Invest Norfolk and Suffolk in 2020. He has worked in economic development for over 30 years, much of it at a strategic level within Norfolk County Council. A key part of his various roles has always involved profile raising and David is a strong believer in the value of attracting film and tv production to our area as a means to reinforce our messages. Furthermore, a major production represents significant investment in its own right.
Throughout his career in economic development he has regularly worked with the creative and digital sectors as well as various screen agencies. He is very supportive of Norfolk Screen and delighted to be asked to continue his role on the Advisory Board.
Debra Hayward
Film & TV Producer
Debra is an Oscar & BAFTA Nominated British Film producer and has executively and co produced a number of feature films. Credits include: Bridget Jones Diary, Love Actually, About a Boy, Atonement, Paul, Tinker Tailor Soldier Spy, Les Misérables, Mary Queen of Scots, Cats. Her TV credits include: Will, Anne with an E, Harlots & Ghosts. After producing Les Misérables, she started her own production company; Monumental Pictures in collaboration with Alison Owen.

Jack Horwitz
Solicitor, Leathes Prior
Jack is a Solicitor at Leathes Prior and is based in the Corporate and Commercial Team, assisting with a broad range of matters including contract reviews and drafting complex commercial agreements.
As a solicitor Jack provides efficient, professional and high-quality advice to clients on a variety of corporate and commercial matters including acquisitions and disposals, share reorganisations, contract reviews and drafting complex commercial agreements. In addition, he advises clients on a range of data protection issues including subject access requests, policy documents and data processing agreements, and assists franchisor clients with a range of franchising issues.
Jack also deals with sports matters including disputes and disciplinary proceedings.
Jack graduated from Loughborough University with a first class economics degree in 2014, before going on to achieve distinctions in the Graduate Diploma in Law (GDL) at the University of East Anglia (UEA), and the Legal Practice Course at Nottingham Law School. He was awarded the UEA Law School Prize for best performance in the GDL final assessment. During his training at Leathes Prior, he gained experience with the Dispute Resolution, Employment, Commercial Property and Corporate & Commercial Teams. Jack qualified into the Corporate & Commercial Team in September 2018.
Outside of work, Jack enjoys playing football, sailing, following Norwich City FC and is passionate about all things American football.
Julian Jarrold
Film & TV Director
Julian is a BAFTA & Emmy nominated director from Norfolk, whose Film credits include: Great Expectations (1999), Kinky Boots (2005), Becoming Jane (2006), Brideshead Revisited (2008), A Royal Night Out (2015), and Sulphur and White (2020).
Julian’s TV Credits include: Red Riding: 1974 (2008), Worried About the Boy (2010), Appropriate Adult (2012), The Girl (2013), The Witness for The Prosecution (2016), Philip K Dick’s Electric Dreams: The Hoodmaker (2017), The Crown (2016/2020), This Sceptred Isle (2021).
“Big skies, salt marsh, broads, rolling hills ( yes hills!) -Norfolk has a such a special and distinctive landscape and with its cathedrals, historic estates and villages it has everything a filmmaker needs. But despite its riches, Norfolk is still an underused location by the TV and film industry. Hilary Bevan Jones
Film & TV Producer
Hilary has produced numerous ground-breaking and award-winning dramas (Cracker; Red Dwarf; State of Play) and won a primetime Emmy for the acclaimed HBO film The Girl in the Café. In 2006, she was made Chairman of the British Academy of Film and Television Arts, the first woman in its then 60-year history to hold this position. She is also Chair of Watersprite, the Cambridge International Student Film Festival.
Through her company, Endor Productions she has produced many successful dramas including: Restless, written by William Boyd and starring Hayley Atwell, Rufus Sewell and Charlotte Rampling; The Escape Artist, a legal thriller written by David Wolstencroft and starring David Tennant, Toby Kebbell, and Sophie Okonedo; That Day We Sang written and directed by Victoria Wood, with the accompanying documentary That Musical We Made, both starring Imelda Staunton and Michael Ball for BBC Two; and Roald Dahl’s Esio Trot starring Dustin Hoffman, Dame Judi Dench and James Corden, which broadcast on BBC One on New Year’s Day in 2015.
Deep State – the first scripted drama series commission from Fox Networks Group Europe & Africa – was released in April 2018 starring Mark Strong and Joe Dempsie, with Walton Goggins leading the cast for season two.
Gwen, a gothic drama film directed by William McGregor and starring Maxine Peake and Eleanor Worthington-Cox, was backed by the BFI, Ffilm Cymru Wales and Great Point Media and premiered at TIFF 2018 and won two BAFTA Cymru Awards for cinematography and costume design.
Vienna Blood, an adaptation of Frank Tallis’ ‘Liebermann Papers’ novel series is co-produced by Jez Swimer and Austria’s MR Film, produced in 2019 for ORF & ZDF. Vienna Blood aired on BBC2 in November2019 and is currently is in production for its second season.
